Previously, I’ve discussed Environmental Investigations 101: Understanding PCE Contamination and how the collection of subsurface samples and the application of scientific principles result in a picture of what the contamination is, where it is and how bad the problem is. The medical analogy is a particularly good analogy for the environmental investigation and cleanup process. We don’t really know what the procedure will be like, but we know that it might hurt. Cleanup was complete in 2011 DTSC certified the site in December 2012. Cleanup included capping the waste fills, implementing land use controls, and conducting ongoing monitoring. The Army-era landfill contains waste fill contaminated with metals, polycyclic aromatic hydrocarbons, and pesticides. The California Department of Toxic Substances Control (DTSC) and the Presidio Trust are now conducting a Five-Year Review to evaluate the effectiveness of the cleanup implemented at Landfill E, located in the southeast portion of the Presidio. The Presidio Trust continues to conduct maintenance at completed remediation sites, one of which is Landfill E. An element of maintenance is performing Five-Year Reviews as described below. Between 19, the Presidio Trust substantially completed its environmental remediation program, addressing issues resulting from the Presidio of San Francisco's previous use as a US Army post.
